EGM Circular 1 - February

Dear friends,

We are pleased to share with you this first circular giving details about the plans and preparations for an Extraordinary General Meeting (EGM) to be held online on Saturday 14 September 2024

As shared during the recent Global Update session, the EGM has been convened in response to Motion 12 passed at the 38th World Conference. Motion 12 tasked the World Board to prioritise the work on WAGGGS Strategy Outcome 3 (‘a sustainable WAGGGS’) and review the current membership fee model, considering WAGGGS’s offer moving forward. Further, it called for an online EGM to be held by 31 December 2024 for Member Organisations to consider and, where appropriate, approve any changes in governance or the membership fee model.

Membership fee consultation process and timeline

The work to review the membership fee model has started. To ensure that all Member Organisations have a voice in this process, and in keeping with our model of consultation on key organisational decisions, there will be several opportunities in the lead up to the EGM for you to provide comments and feedback on a range of potential new membership fee models.

In late March 2024, we will be circulating a document for consultation with different membership fee models. We will then run a number of language-based virtual discussion sessions. These sessions will provide an opportunity to ask questions, provide feedback and share your thoughts on the potential membership fee models.  

 

The consultation sessions will be held as follows on Zoom: 

Session 1 (Arabic speaking) @ 9.30am UTC on Saturday 23 March 2024  

 

Session 2 (English speaking) @ 6am UTC on Saturday 6 April 2024  

 

Session 3 (French speaking) @ 8am UTC on Saturday 6 April 2024  

 

Session 4 (English speaking) @ 2pm UTC on Saturday 6 April 2024  

 

Session 5 (Spanish speaking) @ 4pm UTC on Saturday 6 April 2024  

 

Member Organisations will also have the chance to provide written feedback by a deadline of mid-April. We will also offer opportunities for Member Organisations to meet with members of the Membership Fee Review Project Steering Group (MFRPSG) if they wish.

 

In June/July, Member Organisations will be invited to participate in a regional discussion space to explore the EGM documents in more detail.

Proposed Motion and Amendments

The final version of the membership fee model proposal will be circulated in early June 2024, along with the wording of the Proposed Motion(s) that Member Organisations will be asked to vote upon at the EGM. There will be an opportunity for Member Organisations to submit Proposed Amendments to the wording of the Proposed Motion(s) in advance of the EGM.

 

This EGM is being held specifically to address Motion 12 and therefore, unlike a World Conference, Member Organisations will not be able to propose additional Agenda items or Proposed Motions. 

 

Call for members of the Procedural Team
The World Board invites Member Organisations to nominate suitable candidates for the Procedural Team for the EGM and the remainder of the 2024-2026 triennium. As first trialled in 2020/2021, the intention is to appoint a Procedural Team for the whole 2024-2026 triennium. This means that the successful candidates will be appointed for both the EGM and the 39th World Conference. The Procedural Team members might also be called upon to provide support to the teams delivering Regional Conferences in 2025.
